A Scout is expected to earn a minimum of one rank during each 12 month period, beginning from his date of joining until he reaches the rank of First Class Scout.

After attaining the rank of First Class, a Scout is expected to earn a minimum of two merit badges in each 12 month period in order to remain active.

If in the view of the Scoutmaster, these requirements are too difficult for a particular Scout to handle or there are some extenuating circumstances, he may waive or modify these requirements on a case-by-case basis.
